I would first recommend checking your shipment history one more time and see what it says. Secondly, I would call Student C.A.R.E. again for an update. The weather across the Northern states has caused several delays in shipping for everyone (including outside of Penn Foster shipments, I've had Amazon delays recently). Try Student C.A.R.E. one more time and see where that gets you.
I know waiting for required materials is incredibly frustrating, but they will get there, I promise. You can also contact your instructor and let them know about the issues you are having. They may have an alternative suggestion.
