Filing a complaint

My account was placed on hold due to an error from "my bank" that my monthly due wasn't taken out on 10/22 as planned. I noticed the hold on 10/31, called, & immediately paid with credit card and switched my draft information from bank info to credit card. The associate I spoke with said that my account would be on hold for 24 hours and I should have access to my studies again. She never told me I HAD to pay a $35 fee before it would be placed off hold. I called a few days ago with my credit card paid the $35 and was told I had to wait another 24 hours! I called yesterday because I noticed my account had not been charged. It was sent to another department and I'm waiting STILL for the $35 to be deducted and my account to reopen. I am beyond aggravated. When I called yesterday, the associate said "I would give it till Friday then if nobody has contacted you then to call back." I don't want to have to call when I've called multiple times and I've paid what I needed to pay. I need my account off hold or I will go else where.
